This wont be the end of the debate or the cases. In the presently hypothetical situation, if NEET is approved in toto, the fees will be fixed so high ( for UG-say 10-15 Lakhs per annum) that the total course amount is secured. Already BVP,Pune has fixed 8.25L for MBBS i.e almost $)L for MBBS which is what many private colleges are taking including the extra amount. However, the complete blame cannot be put in the lap of the Pvt.colleges, because the fees allowed is ridiculously Low and one cannot run a good Medical college with that fees. The expenditure is linked to the faculty salaries ( 40 x 25 L = 10 Cr), Salaries of NT staff (80 x 2.5 L = 2 Cr), Interest cost of land and Buildings ( approx 25 Acres x 50 L for land and 1.0L sft @ 2000 per sft for bldg means 30-40 crores minimum ) @ 10 % PA i.e. 3-4 Crores p.a totaling to at least 16 Cr per annum for 100-150 MBBS admissions and 300-450 seniors leading to max od 3 L per student. But add the cost of investment recovery, this goes up to 5-6 Lakhs per student. Then there cannot be any free students , all have to pay this fees, else the paying half have to compensate this loss against the SC ruling of one class one fees. Thus, the govt. must frame the setting up of Medical colleges on PPP mode, similar to the Highways and Airports, where the toll/fees is strictly as per pre-set norms and the projects are bid in a global open tender. The non adoption of global bidding for setting up of colleges in an transparent manner is beyond comprehension, especially in view of the commercial nature of these colleges.
