The Directorate General of Health Services under the Ministry of Health & Family Welfare will begin online counselling for admission to MD/MS/PG Diploma and MDS courses under the All India Quota Seats in various Government Medical Colleges/Institutes from 4th June 2013. The details of the counselling schedule will be available at www.mcc.nic.in. The counselling will be held up to 24th June, 2013 and thereafter the seats remaining vacant will be surrendered to the respective State Government for filling them under the State quota. The last date for admission on MD/MS/PG diploma and MDS courses has been extended this year to 31st July, 2013.

GUWAHATI: The Assam government has decided that it will not conduct a separate post-graduate medical entrance test and will rather follow the National Eligibility-cum-Entrance Test (NEET) from this year.

Counselling will start as soon as the state merit list of the NEET-PG comes. The result of the NEET-PG exam conducted by NBE was declared on May 17. A source said, "We did not receive the state merit list till date. As soon as we receive it with the existing rules, we will go for counselling."

He added that 50 per cent of the total seats in the state will be allotted by NEET-PG for the state. "Earlier, the state government used to conduct its own entrance test for post-graduate medical studies," the source said.

AHMEDABAD: Gujarat high court on Friday stayed the M S University to conduct the process of admission to the post-graduate medical courses on basis of marks obtained in National Eligibility cum Entrance Test (NEET) at least till Monday. 

Justice C L Soni granted interim stay on admission process in response to a petition filed by a student from Vadodara, Khushbu Prajapati through senior counsel Sudhir Nanavati. She has questioned the state government's decision to give admission to PG medical courses on basis of NEET. The court also made it clear that even if counseling takes place, it would also be subject to the final outcome of this petition. Further hearing is to take place on this issue on Monday. 

The petitioner contended before the court that the city of Vadodara has got only one college for PG medical courses, which is attached to the MSU. The admission to PG courses was traditionally given on basis of marks obtained in the MBBS course. 

Earlier this month, the Supreme Court by its interim order allowed the state governments to declare results of common entrance tests, and permitted them to give admission to students for PG medical courses through common entrance tests conducted by them. 

Last week, the state government decided that admission for the PG medical courses should be given on basis of marks obtained in NEET. The senior counsel submitted before the court that the apex court made it very clear in its order that the universities and the state government may grant admission to PG courses on the pattern adopted in the previous year. He further submitted that the medical college in the MSU traditionally gives admission on basis of marks obtained in MBBS course, and the same pattern should be followed this year also. 


The petitioner has contended that the state government's decision is contrary to the apex court's directions, and since the MSU has got only one medical college and no common entrance test by the state government was conducted for this, the merit list should be prepared on basis of marks obtained in the MBBS course.

Government considering whether to continue consensual agreement or implement 2006 Act

With just eight days to go for the completion of admissions for postgraduate medical courses in the State, the government seems to be in two minds on its consensual agreement with the private unaided educational institutions for admissions this year.

A meeting chaired by Chief Minister Siddaramaiah on Wednesday with Minister of State for Medical Education Minister Sharan Prakash Rudrappa Patil and Higher Education and Tourism Minister R.V. Deshpande to resolve the imbroglio over admissions for PG courses remained inconclusive. The meeting was attended by representatives of COMED-K.

A decision was taken to hold another round of meeting in the next few days.

Pending petition

The Supreme Court, in its order on May 13, said that the last date for admissions for PG medical courses will be May 31. Seeking more time for the last date for admissions, the government has filed a petition in the Supreme Court and it would come up for hearing on Monday, Dr. Patil said.

Though the Chief Minister and Dr. Patil are committed to implementing the Karnataka Professional Educational Institutions (Regulation of Admission and Fixation of Fee) Act, 2006, they fear a fixation committee under the Act may increase fee and that would burden students belonging to poor families. Moreover, a committee is yet to be constituted.

The BJP-Janata Dal(S) coalition government and the BJP government had entered into a consensual arrangement or agreement with the Private Unaided Professional Educational Institutions for 2006-2007, 2007-2008 2008-09, 2009-10, 2010-11, 2011-12 and 2012-13.

The previous governments kept in abeyance the Act of 2006 for admissions and fixation of fee in private unaided professional educational institutions.

Speaking to The Hindu, Dr. Patil said that the private college managements have expressed readiness for continuation of the consensual pact. But the managements placed a proposal to seek a hike in fee. The government considered that hike in fee would increase the financial burden on meritorious students belonging to poor families.

As the principal Opposition, the Congress had, in the last five years, been pressing for the implementation of the 2006 Act. Now, the party has come to power and it is in two minds whether to implement the Act or go ahead with the consensual pact, sources said.

‘Open mind’

“Keeping in view the students’ interests, the government has an open mind on admissions. The government is keen on implementing the 2006 Act and is considering the pros and cons of the Act as well as the consensual agreement,” Dr. Patil said. “We cannot keep the future of the students in the dark all the time. We are going to implement the Act. But time is too short now. The Chief Minister will hold another round of meeting soon to finalise the admission process,” Dr. Patil said.

Under the consensual pact, different fee structure would be fixed for different categories of students. Under the 2006 Act, the Fee Fixation Committee should be headed by a retired High Court judge. The fee for students belonging to poor families in government medical college was Rs. 36,000 and more than Rs. 3 lakh for other students under government quota in private colleges in 2012-13.

Under the Act, 50 per cent of the seats are reserved for students belonging to poor, Scheduled Castes, Scheduled Tribes and other backward class families in government, aided consortium of medical, engineering and dental colleges. Under the pact, only 25 per cent of seats were reserved for such students in COMED-K colleges last year, officials said.

As per the Act, the government should constitute a one-man regulatory committee headed by a former Vice-Chancellor of university, to oversee the admission process. The committee is yet to be set up.

BANGALORE: A meeting between the managements of private professional colleges and the new Congress government failed to arrive at a consensus on seat-sharing and fee structure for postgraduate courses. 

Chief minister Siddaramaiah, who chaired the meeting, said: "We are giving an option to the private colleges to either follow the consensual agreement we have each year or implement the Karnataka Professional Educational Institutions (Regulation of Admission and Determination of Fee) Act, 2006." 

The 2006 act was never implemented due to clauses that are not in favour of private managements. For instance, the act prescribes a differential fee structure for each college depending on factors like location of the college, nature of the course and infrastructure. The colleges have been delaying its implementation by reaching a consensus with the government every year. 

The private managements have been asking for a fee hike that is reportedly as high as 30%. Siddaramaiah told them he will convene another meeting before taking a final decision. But time is running out. May 31 is the deadline to complete all P-G medical and dental admissions. 

Sources said: "With uncertainty over fee and seats, the government has no option but to move the Supreme Court and seek extension for completing admissions.'' 

COUNSELLING PUT OFF 

Following the failure of talks, the PG medical and d- ental counselling scheduled to begin on May 23 has been postponed. The new date of counselling will be published on the RGUHS website, www.rguhspget2013.com, within a day or two. 


In a notification on Wednesday, the Rajiv Gandhi University of Health Sciences (RGUHS) asked students to be available for counselling at a short notice. Medical examination of physically handicapped candidates (both medical and dental) will be conducted at RGUHS at 11am on May 24.

Ahmedabad: Gujarat Government on Tuesday decided to give admissions to postgraduate medical courses on basis of marks obtained in National Eligibility cum Entrance Test (NEET). Marks obtained in MBBS won’t be considered for the admissions.

 

This decision, which now provides much clarity in the matter, was taken in a meeting of state health minister Nitin Patel with vice-chancellors of the universities in Gujarat. 

 

“Admissions to PG medical courses will be undertaken on basis of Neet results. A common merit list will be prepared, like in engineering courses. A central committee of university and government representatives will be formed for the admission process,” said Patel. He clarified that MBBS marks wouldn’t be considered for admissions. 

 

The centralised system will be applicable for admissions on 50% PG medical seats that fall under the state quota. “The remaining 50% will be filled as per the national quota,” said Patel. About 400 students will be given admission as per the state quota. 

 

The university representatives also agreed with the state to introduce bond of Rs10 lakh for PG medical students, if they do not serve in rural areas for three years.

Delay on PG seat matrix worries students

Bengaluru: The Rajiv Gandhi University of Health Sciences (RGUHS) will start postgraduate medical and dental counseling between May 23 and 27, while the Consortium of Medical, Engineering and Dental Colleges of Karnataka (COMEDK) will hold it on May 27.

But the state government is yet to finalise the PG seat matrix and decide on the fee structure for the government quota seats in private colleges.

The delay in PG seat matrix and fee structure is worrying the PG medical students, who allege that it would allow private colleges to manipulate the available seats to the merit category and would hide all the valuable clinical seats, surrendering only those seats that are not in demand.

They said that two years ago, private colleges, taking advantage of a similar delay, had succeeded in taking away the clinical seats from the RGUHS PGET counseling list, which had triggered protests from students all across the State.

“If the consensual agreement is signed at the last minute, there will definitely be confusion over seats earmarked for government students in private colleges,” said a PG seat aspirant.

The presence or absence of a guessing or pseudo-chance parameter is a major and sometimes controversial distinction. The IRT approach includes a left asymptote parameter to account for guessing in multiple choice examinations, while the Rasch model does not because it is assumed that guessing adds randomly distributed noise to the data. As the noise is randomly distributed, it is assumed that, provided sufficient items are tested, the rank-ordering of persons along the latent trait by raw score will not change, but will simply undergo a linear rescaling. In practice, the Rasch model has at least two principal advantages in comparison to the IRT approach. The question paper of NEET-PG comprises of 240 multiple choice questions each with four options and only one correct response. Multiple question papers are used for NEET-PG for different sessions and days.

A standard psychometrically-sound approach is employed for the scoring process of NEET-PG. This approach has been applied to score all large scale Computer Based Examination utilizing multiple question papers.

Step 1: Calculation of Raw Marks

Raw marks are calculated based on the number of questions answered correctly, incorrectly or omitted.

Step 2: Raw Marks are equated

While all papers (forms) are carefully assembled to ensure that the content is comparable, the difficulty of each form may be perceived by different subjects undertaking the test to slightly vary. Such minor differences in the overall difficulty level are accurately measured after all the different question papers (forms) have been administered and the results analyzed. A post-equating process is necessary to ensure validity and fairness.

Equating is a psychometric process to adjust differences in difficulty so that scores from different test papers (forms) are comparable on a common metric and therefore fair to candidates testing across multiple papers (forms). To facilitate this comparison, each form contains a pre-defined number of questions (items) selected from a large item bank, called an equating block, which is used as an anchor to adjust candidates scores to the metric of the item bank. Taking into account of candidates’ differential performance on these equating blocks, each individual’s raw marks are adjusted for difference in paper (form) difficulties.

During post-equating, test items are concurrently analyzed and the estimated item parameters (item difficulty and discrimination) are put onto a common metric. Item Response Theory (IRT), a psychometrically supported statistical model, is utilized in this process. The result is a statistically equated raw score that takes into account the performance of the candidate along with the difficulty of the form administered.

Step 3: Equated raw score is scaled 

In order to ensure appropriate interpretation of an equated raw score, the scores must be placed on a common scale or metric. A linear transformation is used for this scaling process, which is a standard practice for such test administration.

Post equating takes into account any statistical differences in examination difficulty and ensures all candidates are evaluated on a common scale. The aforesaid steps ensure that all examination scores are valid, equitable and fair. Merit List shall be prepared on the basis of scaled score obtained by the candidates.

AHMEDABAD: Health minister Nitin Patel will hold a meeting of all vice chancellors on Tuesday to frame rules for the admissions to the post graduate medical courses.

The authorities were in a dilemma as one group of students wants that the admission to PG courses should be conducted only through National Eligibility cum Entrance Test (NEET), while another group wants that a merit list of the marks scored in MBBS exams and NEET should be prepared.

Meanwhile, a group of students took out a rally to press for their demand of getting admissions through NEET which was conducted in November-December 2012. The students said that more than 30 students from state have ranked in top 100. "Despite this, the Gujarat University is confused about admitting students for the 450 odd seats in PG medical courses. The officials of GU had informed the students that they would prepare a merit list with some weightage given to both the undergraduate marks and NEET scores. However, the officials are yet to decide about the admission to the PG courses."

Students said that there cannot be comparison of exams conducted on a national platform and the undergraduate level examination conducted by the university. The meritorious students fear that unfair inclusion of undergraduate marks will give certain undeserving students undue advantage over them, as those who ranked in the undergraduate examination were not even close to the top rankers in NEET. The Supreme Court verdict on the National Eligibility cum Entrance Test (NEET) announced on Monday led to angry responses on social media websites from post-graduate medical science aspirants. The students had participated in nationwide protests in April over the delay in the verdict.

However, MBBS and BDS undergraduate aspirants welcomed the decision as many of them were uncertain about their chances to qualify the first-ever NEET owing to the differences in syllabi and the short notice received prior to the preparation.  

The announcement has been timely for those seeking admission to under graduate courses in MBBS and BDS stream. Around 68,000 students appeared for the NEET-UG examination conducted earlier this month and some students found it easier compared to EAMCET.

The order that came after five months was too late for nearly 12,000 students from the state who appeared for the NEET-PG and DNB-CET at the end of 2012. The results for NEET-PG scheduled to be announced on January 31, 2013 were withheld owing to the case pending in the apex court. The students would now have to start two months behind schedule after the process of counselling is over. “Most of my batch-mates have joined hospitals and some others are even looking at payment seats due to the delay,” says Dr. Abuzar Wahab, who took up an employment offer at a city-based hospital being left with no other alternative.

The state-level entrance for admissions to 1,200 post-graduate seats in government medical colleges in the state was conducted on March 17 by the NTR University of Health Sciences. The key for the exam will be displayed on the university website on Tuesday.

The Medical Council of India (MCI) guidelines also indicate that PG seats which remain unfilled by May 31 will be treated as void and no admissions can be done for the same.
